Over the past five years, China's NEV market has seen remarkable growth, with annual sales rising from 1.367 million to 16.49 million units, and the proportion of NEVs in total vehicle sales jumping from 5.4% to 47.9% (meaning nearly one in every two vehicles sold is a NEV). Technologically, China has made significant progress, with key components like power batteries and lidar technology reaching the world's leading levels. China now accounts for over 70% of global NEV and battery production. NEVs are exported to more than 100 countries, and domestic companies such as BYD and CATL have become global leaders, truly representing China's manufacturing prowess.

II. Hidden Concerns: The Need to Address Irrational Competition and Quality Issues

Behind these achievements lie some challenges. The MIIT's deputy minister highlighted two major problems:

1. Aggressive innovation: Some automakers have deployed untested new technologies in vehicles, such as autonomous driving features, which have led to quality and safety incidents.

2. Irrational competition: This can disrupt market order and hinder the industry's long-term development.

III. Strict Measures for the 15th Five-Year Plan: Preventing Problem Vehicles from Entering the Market

To address these issues, the plan focuses on improving industry governance. Specific actions include:

  • Revising the production qualifications of automakers and promoting group-based management to avoid redundant infrastructure.
  • Strictly controlling market entry: Only products that have undergone thorough testing will be allowed to be sold.
  • Ensuring production consistency: The quality of vehicles sold must match that of the samples submitted for inspection, preventing any shortcuts in manufacturing.

IV. Enhancing Product Quality: Technological Advances and Pilot Programs

The 15th Five-Year Plan also aims to improve product quality by supporting breakthroughs in technology, such as making power batteries more durable in cold temperatures and extending their lifespan, as well as enhancing the reliability of autonomous driving systems. Additionally, pilot programs for intelligent connected vehicles and integrated vehicle-road-cloud systems will be launched to improve the stability of autonomous driving.

V. Eliminating Concerns for Consumers: Making the Buying and Using Experience More Convenient

In addition to improving vehicle quality, the plan aims to make the entire experience more user-friendly:

  • Promoting trade-in programs and encouraging the purchase of NEVs in rural areas.
  • Addressing the shortage of charging infrastructure by ensuring charging stations are available in every county and charging points in every township.
  • Streamlining vehicle modification regulations and insurance policies to reduce costs.

Overall, while China's NEV industry is already at the forefront globally, it must address current challenges to continue its growth.
